Europe felt a moment of respite on Monday, as the crisis triggered by the announcement of a new 28-point plan for resolving the conflict appeared – temporarily – to have been stabilised. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Moscow made its retaliation: a renewed assault of missile and drone strikes on Kyiv.
The Pattern of Negotiation and Warfare
The sequence of contrasting events captured the harsh reality of the recent timeframe. By day, diplomatic battles are conducted: optimistic declarations are delivered from different nations. Significant resources is allocated on containing certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, conflict continues to be the primary tool for achieving "peace".
After-Dark Attacks
As Russia's attack progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was revealed. Ukraine is capable of detecting missile launches from across the border, a capability afforded by timely intelligence. From observation points, military aircraft that had been deployed to intercept incoming guided weapons roared overhead – advanced fighter aircraft delivered to Ukraine by NATO members.
Shortly after, Kyiv's anti-aircraft weapons activated: multiple launches deployed against a Russian ballistic missile. This was a sophisticated defense system at work, presumably delivered by Western nations. Every firing jolts you unexpectedly, causing tremors. The moment of terror quickly gives way to sober acceptance: possibly the hostile projectile won't cause damage this time, preventing destruction from ruin and another blackout.
Continuous Dangers
Not long after, a automatic firearm fired at a drone in the vicinity, part of a rapid response unit – most likely Western-made equipment. Regrettably, the bullets missed the hostile drone – it continued its flight toward its target.
With pauses, this continued until dawn. Kyiv greeted the morning news: several casualties, devastation and utility failures in numerous residences as a result of the evening attack. As always, everyone still maintained normal activities – experiencing conflict. But those full day demonstrated Ukraine's critical military reliance on Western support – a reliance that regional partners are clearly incapable to replace in the short term.
Ineffective Peace Efforts
The 28-point plan from American leadership sparked intense emotion, debate and deep concern – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after previous diplomatic encounters and multilateral gatherings.
Every new approach from US leadership unfolds according to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, manages to fend off. They contain the crisis but never actually win the battle. This trend will, certainly, continue.
Strategic Calculations
It is easy to blame specific actors of repeatedly advocating Kremlin's demands. But that does not seem to be the whole story. Washington functions according to a assumption understood by seasoned negotiators: you cannot secure via talks what you have lost on the battlefield. The White House presumes that it is impossible to force Russia to relinquish the areas that it already controls in Ukraine's southern or eastern regions.
The issue is that while recognising this factual reality, Washington does nothing to discourage Russia, through diplomacy or military means, from assuming that the situation will not evolve additionally in its favour in the coming year.
Divergent Views
Therefore, the Kremlin is certain that time is on his side – that Ukraine and its supporters are nearing depletion. Their incentive to agree to terms that does not give them the maximum possible gain is almost completely absent. There may be many attempts to achieve ceasefire, but they will continue as long as Russia's leader remains highly assured in the outcome.
On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing lives and land but averting a total frontline collapse until situations evolve in its benefit.
Present Conditions
Objectively, there are no genuine requirements for a ceasefire. Now, subjective factors are coming into play: political desires to negotiate peace and obtain worldwide acknowledgment, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the national cause against any plan Kyiv finds unsuitable, so that their focus does not shift toward homefront challenges. And although their task will now be significantly challenging after recent developments, it remains highly unlikely that this will alter their fundamental strategy.
These conflicting dynamics are guiding negotiations.
Assessment and Future
It took a just a single week to eliminate the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by American leadership, resistance by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, latest revelations, all served their function.
While new plans based on previous concepts are forthcoming, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and show specific hesitation to modify developments, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the foreseeable future, primarily depend on sustained allied backing.
