International Committee of the Red Cross Accompanies Militant Group in Search for Bodies of Captives in Gaza Strip

A Red Cross official confirmed that its representatives joined Hamas officials into zones of the Gaza Strip currently controlled by IDF authority to support the search for the bodies of individuals held captive.

Truce Terms and Captive Bodies Handover

Under the truce negotiated by the United States, which took effect on October 10, Hamas is required to hand over the bodies of all Israeli hostages as soon as possible. As a reciprocal measure, the Israeli government has agreed to transfer 15 Palestinian bodies for every Israeli body returned.

The organization has so far returned the bodies of fifteen of those taken hostage but none in the last five days, as a portion of those bodies are believed to be in locations beyond the ceasefire boundary marking the temporary truce line.

ICRC Involvement as Impartial Facilitator

“At the request of the involved sides, the International Committee of the Red Cross (ICRC) accompanied a participant in the hostilities as the group searched for the bodies of the deceased individuals past the military-established ‘yellow line’,” stated a representative for the committee.

She added: “Those involved to the hostilities established the modalities of the mission and entrusted the ICRC to serve as a impartial mediator. We was not involved in the discussions.”

She further explained: “Our team was not involved in the physical hunt for the bodies nor does it engage in the physical recovery of remains.”

International Legal Standards and Responsibilities

Under international humanitarian law, it is the responsibility of the sides engaged in a hostilities to locate, gather, and recover the bodies of the deceased.

American Demand and Local Search Efforts

On Saturday, the American leader delivered a 48-hour ultimatum to the organization. “Hamas is going to have to start handing over the bodies of the deceased hostages, which include American citizens, quickly, or the other countries participating in this great peace will intervene,” he posted on his online channel.

As the 48-hour deadline approached, Hamas, accompanied by the Red Cross, joined teams from Egypt, who were authorised by Israel to search for bodies beyond the line marking the withdrawal of troops inside Gaza. An Israeli spokesperson said the delegation would use heavy machinery and trucks in the search.

Official Verification and Media Coverage

The news was corroborated by an unnamed Israeli official, who told local press that Hamas representatives had been permitted to enter sections of Gaza under Israel Defense Forces (IDF) control to search for the bodies of captives, alongside Egypt’s and ICRC personnel.

“To achieve this goal, Hamas members were allowed to cross the designated boundary,” the official was cited as saying.

Video published by a media outlet seemed to show individuals of a Hamas unit – part of the organization’s armed faction responsible for holding hostages – accompanying a Red Cross vehicle in a coastal area close to Rafah, which lies outside IDF jurisdiction.

Difficulties in Locating Captive Bodies

Efforts to locate for the remains of individuals taken captive has turned into one of the most delicate matters in the truce reached between the parties. However, the attempt to find the remains has been difficult from the outset, given the existence of an estimated enormous amount of rubble across the territory, where, as per health officials, at least ten thousand Palestinians are listed as unaccounted for, buried under the debris.

Conflicting Statements on Body Whereabouts

Hamas has stated it does not know the precise locations of all the remains, saying it has lost contact with a number of its units that had been detaining the hostages and were allegedly killed during military strikes.

In contrast, an Israeli government spokesperson claimed that Hamas knew the whereabouts of the bodies. “If Hamas exerted greater effort, they would be able to recover the bodies of our captives,” the spokesperson said.

American Stance and Weapons Surrender Discussions

While the American leader has acknowledged that a portion of the remains are difficult to access, he said that “others they can return immediately and, for some reason, they are not.”

“This could be related to the disarming of the group,” he noted.

The US administration has said it has obtained guarantees from the organization that the faction will surrender its arms, though no clear timeline has been set. They remains hesitant to give up its weapons without solid guarantees about the future of its fighters.
