Britain and France Plan to Send Military Personnel to the Country if a Peace Deal is Reached

Placeholder Diplomatic Meeting

The London and Paris have inked a declaration of intent concerning the stationing of military forces in Ukraine if a peace agreement be struck with Russia, the British leader, Starmer, has announced.

Following discussions with Kyiv's partners in Paris, he indicated that the two nations would "set up military hubs in various parts of Ukraine and erect fortified structures for weapons and military equipment" to deter any subsequent attack.

The coalition members also put forward that the America would assume leadership in overseeing a ceasefire.

Moscow has repeatedly warned that any non-Ukrainian military in Ukraine would be considered a "valid objective", but has not yet responded on this new announcement.

The Situation and Ongoing Conflict

Moscow's leader Vladimir Putin began a comprehensive attack of Ukraine in early 2022, and Russian forces at this time occupies about 20% of Ukrainian territory.

"This represents an essential component of our pledge to stand with Ukraine for the foreseeable future," commented the UK Prime Minister.

National leaders and high-ranking officials from the "Partner Group" participated in the recent discussions.

Addressing reporters at a combined announcement, the Prime Minister further said: "It paves the way for the juridical structure under which allied and coalition forces could operate on Ukraine's territory, securing Ukraine's airspace and waters, and rebuilding Ukraine's military for the years ahead."

The British leader added that London would be involved in any US-led verification of a prospective cessation of hostilities.

Security Guarantees and Diplomatic Positions

Top American diplomat Steve Witkoff said that "durable defense assurances and robust reconstruction vows are vital to a enduring ceasefire" in Ukraine – mentioning a central demand made by Kyiv.

He noted the partner nations had "substantially agreed on" their work on establishing such assurances "so that the people of Ukraine know that when this conflict ends, it ends permanently."

Donald Trump's son-in-law, former American President Donald Trump's advisor, also was involved in the discussions.

Meanwhile, French President Emmanuel Macron said that Ukraine's partners had made "major progress" at the meeting.

He noted that "strong" defense assurances for Ukraine had been settled upon in the case of a prospective ceasefire.

President Volodymyr Zelensky stated that a "major development" had been made in the negotiations, but added that he would only consider efforts to be "enough" if they resulted in the end of the conflict.

Last week, he said a peace agreement was "largely prepared". Agreeing on the outstanding 10% would "shape the outcome of the agreement, the fate of Ukraine and Europe".

Unresolved Issues

  • Land and security guarantees have been at the heart of ongoing disputes for the parties involved.
  • Moscow has consistently stated that Ukrainian troops must pull back from the entirety of Ukraine's eastern Donbas region or Russia will seize it, refusing any compromise over how to conclude the war.
  • Zelensky has to date excluded giving up any territory, but has proposed that Ukraine could pull back its forces to an designated point – but only if Russia follows suit.

Russia currently holds about 75% of the Donetsk oblast and around 99% of the adjacent Luhansk. The two regions form the industrial region of Donbas.

The initial US-led comprehensive proposal that was circulated to the media last year was seen by Kyiv and its EU supporters as being heavily skewed in Moscow's favor.

This triggered weeks of focused negotiations – with the involved parties trying to amend the proposal.

The previous month, The Ukrainian government sent the US an revised proposal – as well as distinct documents describing possible defense assurances and plans for Ukraine's reconstruction, the President said.
